Permits and application timing
Public-land and roadway events register through Recreation and Culture. Examples include walks, races, fundraisers, car shows, festivals and block parties. Weddings and photographs on booked parkland also need a special-event permit.
The City recommends submitting at least one month ahead. A submitted form does not guarantee approval. Complex events need several departments and major events may take months. The source gives several processing estimates, so no one minimum guarantees an approval date.

Insurance and access approvals
The City requires at least $2 million liability insurance with a cross-liability clause and the City named as an additional insured. Obtain the coverage through an insurer rather than assuming your personal policy covers the event.
If vehicles must enter parkland, obtain a Parkland Access Permit before the Special Event application. Road closures need the roadway application. Update the City liaison when the layout, activities, production schedule, public-health needs or vehicle access change.

Block-party package and restrictions
A block party needs a Special Event application, road-closure application, resident petition and location map. The petition must have 100% approval from residents in the immediate planned area, with names, addresses and approval details.
Block-party hours are 10 a.m. to 10 p.m. The applicant stays until it ends. Alcohol and open fires are not allowed on City streets, and emergency access must remain available throughout. These street conditions differ from permission for an ordinary backyard gathering.
